集集地震25週年回顧與展望(BSSA專刊)
Earthquake Hazards 25 Years After Chi-Chi: Learning from the Past to Prepare for the Future

1999年9月21日發生的Mw 7.6集集地震為台灣近代史上最具破壞性的烈震,除了地表破壞之外,還誘發大量餘震和山崩,不僅在台灣地震觀測史上極具科學價值,亦對台灣災防體系有著深遠的影響。集集地震為科學界提供了斷層帶上難得的觀測數據,從地形變、強地動到地質鑽探,深入探究地震破裂的過程,而集集地震所產生的嚴重災損,促使我們重視地震危害並加強防震規範。時隔25年,儘管台灣在建築法規、地震預警及危害評估等防災減災措施上已有長足進步,但強震威脅依然存在。
本專刊收錄12篇研究論文(https://pubs.geoscienceworld.org/bssa/issue#58508-723274),立基於集集地震的教訓,進一步探討近年來的重大地震事件、活動構造與災防進展。其中,2024年Mw 7.4花蓮近海地震展現了複雜的共軛斷層系統與餘震演化,其地動特徵與1986年Mw 7.3地震極為類似,而2022年關山—池上地震序列則揭示了縱谷內斷層交互作用的最新證據。此外,新研究亦重新審視了台灣西部的地殼滑脫帶構造(如2010年甲仙與2016年美濃地震)。除了陸域斷層,周遭海域活動構造的地震機率圖首次於本刊發表,為台灣地震災害風險評估的重要里程碑。在災害管理上,迅速將地震科學資訊運用於救災預估,強化社群鏈結,都有助於提升台灣的社會應變與韌性,實現「從過去學習,為未來準備」的核心精神。
